This study examines the process of empowerment practice in a community psychiatric rehabilitation center. A qualitative case study was implemented to reflect the context of the practice and to grasp the wholistic understanding of the process of change as the result of the empowerment practice. The finding is that community culture emerges through constant interaction among the members of the agency during the process of empowerment practice. The community culture includes collaborative relationship, communication, voluntary participation and involvement, choice and freedom. This process is the constant exchange of diverse perspectives and cooperation among members through open communication and interaction. The results of such interaction are positive understanding of the self and growth experience for all members of the agency.
